New General Manager Named
December 4. 2002

The Board of WaterOne (Water District No. 1 of Johnson County) announced at its December 10, 2002 Board Meeting that Michael J. Armstrong has been appointed as the utility’s new General Manager, effective January 3, 2003.  Armstrong will fill the position held by Byron Johnson, General Manager at the utility since 1989, who will be retiring on January 3, 2003 after a 48-year career with WaterOne. 

Armstrong has been employed by WaterOne since January, 1998 as its General Counsel and Director of Legal/Auditing.   Previous to that he was a partner in the law firm of Speer, Austin, Holliday and Zimmerman where he worked on numerous water utility matters since 1991.

Armstrong holds a Bachelor of Arts degree in Political Science from Kansas State University and a Juris Doctorate from the University of Kansas School of Law.

The Water Board conducted a national search for the position and received 80 applications.  Board Chairman Bob Reese stated, “We followed a formal selection process driven by the requirements for the General Manager position. The search identified highly qualified internal and external applicants that were interviewed by the Board.  The Board unanimously selected Mr. Armstrong as the new General Manager.” 

Armstrong resides in Fairway with his wife Karen.  They have one son.
